This is also commonly known as the Refrigerant Handling Certification and per the EPA you must have this certification to handle refrigerant when working on HVAC.

In the HVAC community, an EPA 608 certification is a necessity. The equipment being worked on and materials being handled are well regulated and governed by the Environmental Protection Agency.
